Air Traffic Services play a crucial role in the safety, security, and efficiency of air transportation. The International Civil Aviation Organization (ICAO) performance-based surveillance concept requires monitoring the actual performance of the surveillance systems underpinning these services. This assessment is usually based on the analysis of data gathered during the normal operation of the surveillance systems, also known as opportunity traffic. Processing opportunity traffic requires data association to identify and assign the sensor detections to a flight. Current techniques for association require expert knowledge of the flight dynamics of the target aircraft and have issues with high-manoeuvrability targets like military aircraft and Unmanned Aircraft (UA). This paper addresses the data association problem through the use of the Multi-Sensor Intelligent Data Association (M-SIOTA) algorithm based on Deep Neural Networks (DNNs). This is an innovative perspective on the data association of multi-sensor surveillance through the lens of machine learning. This approach enables data processing without assuming any dynamics model, so it is applicable to any aircraft class or airspace structure. The proposed algorithm is trained and validated using several surveillance datasets corresponding to various phases of flight and surveillance sensor mixes. Results show improvements in association performance in the different scenarios.

Abstract—This paper presents a six-element circular L-band array that uses sequential rotation, with a specifically designed feeding network and slot-coupled excitation. The microstrip feed network on Rogers RO4003C employs a two-stage division: a 1 to-2 split with a 180° phase shift, followed by two 1-to-3 dividers producing progressive phases (0◦, 60◦, 120◦, 180◦, 240◦ and 300◦). Elements are excited through ground-plane apertures, and a low-permittivity foam spacer separates the feed and radiating layers to enhance efficiency. Full-wave simulations around 1.15 GHz demonstrate a good reflection coefficient with an impedance bandwidth exceeding 10%, a realized gain above 13 dBi, and circular polarization in the main beam from 1100 to 1180 MHz.

Abstract—This paper presents an all-metal, six-port switched beam antenna concept aimed at S-band Non-Terrestrial Networks (NTN) and High-Altitude Platform Stations (HAPS). The radiator set consists of six capacitively loaded monopoles (top-hat posts) embedded in a shallow annular cavity. Internal metallic septa are used to condition the cavity fields and to bias the radiation toward mid-elevation angles, which is desirable for HAPS-to ground coverage. By exciting one port at a time while terminating the remaining ports, the antenna generates six directive beams providing full azimuthal coverage through electronic switching. Full-wave simulations confirm strong impedance matching over 2.5 GHz to 4.0GHz and coupling levels consistent with practical cavidad_alt r_ext r_in anillo x z (a) switched-beam operation with a profile of only 0.14λ0. The fully metallic implementation avoids dielectric materials, improving robustness against harsh environmental conditions. Abstract—This paper investigates the use of sequential rotation to synthesize circular polarization at the array level, enabling robust CP performance in array layouts that are not inherently circularly symmetric. Three antenna-array configurations are examined: square, triangular, and hexagonal. For each topology, a detailed electromagnetic analysis reveals that strong coupling between the antenna elements and the ground plane plays a decisive role in the overall performance. Under simultaneous excitation of the six elements in the selected hexagonal array, the design achieves a maximum directivity of 14.10 dBi, a radiation efficiency of 85%, and an axial ratio below 1 dB across the main-beam region, confirming the generation of a high-purity circularly polarized field. The results validate the feasibility of employing sequential rotation in hexagonal layouts and highlight their potential for compact, wideband, and highly directive circularly polarized antennas.

Abstract—This paper presents a high-efficiency multi-beam L band antenna with a simple feeding approach, targeting a cost effective, low-profile, lightweight, and robust solution suitable for integration on board a LEO satellite. The antenna concept provides six distinct beams, enabling full 360◦ azimuth coverage while maintaining a mechanically simple overall architecture. The work is carried out within the SATERA project, funded under the Horizon Europe framework programme, which aims to advance aerial surveillance through satellite-based technologies and to address coverage limitations in remote and oceanic regions. As a proof of concept for spaceborne and airborne reception of aeronautical surveillance signals, including Automatic Dependent Surveillance–Broadcast (ADS-B) reception, a preliminary six beam design is introduced and its key performance parameters are evaluated as a baseline for further development. The early results support the feasibility of the proposed approach and its potential integration into the broader SATERA system, as well as multi-service L-band reception.

Abstract—This paper presents a secure synchronization framework for Low Earth Orbit (LEO) satellite constellations based on the combined use of Global Navigation Satellite Systems (GNSS) and the Precision Time Protocol (PTP) over inter-satellite links. Accurate time synchronization among satellites is a key enabler for precise aircraft tracking in regions without radar coverage, achieved by exploiting Automatic Dependent Surveillance–Broadcast (ADS-B) signals and advanced localization algorithms based on Time of Arrival (TOA) measurements. An Extended Kalman Filter (EKF) is employed to estimate and correct onboard clock errors in real time while enhancing security against anomalies and cyber-attacks. Three integrity monitoring mechanisms are integrated into the EKF to assess innovation consistency, measurement compliance, and the presence of GNSS and PTP disruptions. The framework is evaluated under nominal and adversarial conditions, including jamming,
spoofing, and denial-of-service attacks, using real data. The results demonstrate timing accuracy on the order of tens of nanoseconds under both nominal and degraded operating conditions. The proposed approach significantly enhances the security, safety, and reliability of space-based aircraft surveillance systems, supporting next-generation air traffic monitoring services in areas lacking terrestrial infrastructure.

Abstract—Electromagnetic scattering from metallic VHF monopoles placed near higher–frequency apertures is a recurrent integration issue in compact LEO spacecraft. A thin, sleeve–type electromagnetic–bandgap (EBG) cloak, replicated only along the monopole axis, is introduced to preserve the VHF function while suppressing its visibility to the higher–frequency antenna. Compared with conventional two– or three–dimensional EBG skins, the one–dimensional replication simplifies geometry and fabrication. Full–wave results indicate that the array pattern
with the cloaked monopole is practically indistinguishable from the monopole–free baseline, while the ∼2 dB realized–gain loss induced by the bare monopole is recovered. The approach enables lightweight, fabrication–friendly electromagnetic coexistence in tightly packed satellite payloads.

Abstract – A compact, fully metallic 4 × 4 arrow-slot array is proposed as a modular building block for space-based Automatic Dependent Surveillance–Broadcast (ADS-B) reception in Low Earth Orbit (LEO). Each slot is center-fed by a microstrip line, and right-hand circular polarization is achieved through sequential rotation with 90◦ element orientation and phase progression. Six identical subarrays form a three-dimensional hexagonal-pyramid assembly providing continuous 360◦ azimuth coverage with beams tilted toward Earth. Full-wave simulations demonstrate excellent impedance matching, low inter-element coupling, and stable radiation characteristics across all faces. The proposed architecture combines the manufacturability and robustness of metal-only slot structures with the polarization control of phased arrays, offering an efficient and low-cost solution for next-generation space-based ADS-B payloads. This paper presents the Performance Prediction Tool developed within the SATERA project. The tool evaluates the performance of a space-based composite ADS-B and multilateration system for independent aircraft localization. It uses receivers deployed onboard a constellation of LEO satellites. Multilateration can be evaluated using time-based measurements, as well as additional measurements such as, frequency and angle of arrival of the received signals. The tool is based on the evaluation of the Cramér–Rao lower bound and it is implemented in MATLAB with a user-friendly graphical interface. The tool allows the user to define the satellite constellation, link budget, measurement types and errors, and to simulate the system performance over an aircraft trajectory or an area. Moreover, the outputs include DOP, number of visible satellites and system availability, which can be visualized and exported for further analysis

This paper proposes a Low Earth Orbit (LEO) satellite constellation performing multilateration (MLAT) on ADS-B signals to provide GNSS-independent position estimates. Unlike classical ground-based multilateration, the space context introduces challenges such as limited visibility, poor geometry, ill-conditioning, and synchronization issues. To address these, the evaluation of a combination of Time of Arrival (TOA), Frequency of Arrival (FOA) and Angle of Arrival (AOA) measurements is presented. The proposed architecture comprises LEO satellites equipped with ADS-B receivers and phased array antennas. Performance is evaluated using the Cram´er-Rao Lower Bound (CRLB). Simulations over the Atlantic Ocean assess different measurement combinations and constellation configurations. The results show that, with the appropriate design, the system achieves a localization accuracy that is compliant with the requirements of the air traffic control in route

This work presents the preliminary design of a unit cell antenna operating in the L-band (1090 MHz), intended for satellite-based reception of Automatic Dependent Surveillance–Broadcast (ADS-B) signals. The antenna is conceived as a building block for future array configurations within the framework of the SATERA project, an initiative funded by the Horizon Europe programme to enhance air traffic surveillance via satellite technologies. Key performance parameters such as gain, bandwidth, and radiation pattern are evaluated through full-wave simulations. The results demonstrate the feasibility of the proposed concept and provide a solid starting point for its integration into the overall satellite-based ADS-B reception system.

This paper presents the design and analysis of an L-band antenna for Automatic Dependent Surveillance– Broadcast (ADS-B) signal reception from Low Earth Orbit
(LEO) satellites at 1090 MHz. The proposed antenna is based on a six-faced prismatic array configuration that achieves omnidirectional coverage in the azimuth plane. Each face integrates a compact 4×2 subarray built from a miniaturized circular microstrip patch element with T-shaped extensions and dualport excitation for circular polarization. The unit cell exhibits a reflection coefficient better than −10 dB and an axial ratio suitable for mitigating ionospheric rotation effects. Experimental validation of a 2×2 prototype confirms the simulated results, with a measured gain of 11.27 dB and a −3 dB beamwidth of 46.3◦. This preliminary design demonstrates the feasibility of integrating compact, high-performance antennas for spaceborne ADS-B reception systems, supporting global air traffic surveillance in remote and oceanic regions.

This paper aims at developing a resilient synchronization framework for Low Earth Orbit (LEO) satellites based on the combination of GNSS and Precision Time Protocol (PTP) via inter-satellite link. The satellite synchronization is needed to enable precise aircraft tracking in areas without radar coverage, by leveraging Automatic Dependent Surveillance-Broadcast (ADS-B) signals and advanced localization algorithms, exploiting Time Of Arrival (TOA), Frequency Of Arrival (FOA), and Angle Of Arrival (AOA). An Extended Kalman Filter (EKF) corrects onboard clock errors in real time, while detecting and mitigating anomalies or cyber-attacks like GNSS jamming, spoofing or denial of service. Nanosecond accuracy under nominal and disrupted conditions is obtained, significantly enhancing safety and reliability of the tracking system.

This paper presents the design of a dual-layer conical antenna array tailored for Automatic Dependent Surveillance Broadcast (ADS-B) applications intended for integration into Low Earth Orbit (LEO) satellites. The proposed antenna system comprises two vertically stacked layers, each comprising six magneto-electric dipole antennas arranged in a circular configuration. Each antenna element covers a sector of ±30◦ in azimuth, providing comprehensive coverage for real-time aircraft tracking over wide geographical regions. The antennas in the upper layer are positioned slightly farther apart due to the conical geometry, optimizing the radiation pattern and minimizing mutual coupling between layers. The array operates within the L-band spectrum (960–1164 MHz), making it suitable for ADS-B communication in remote areas with limited ground station coverage, such as oceans and deserts

Air traffic control traditionally relies on Secondary Surveillance Radar (SSR) and procedural methods in areas without radar coverage. In recent years, ADS-B has gained importance as a surveillance technique that transmits the identity and position of aircraft. Space-based ADS-B (SB ADS-B) systems extend this capability by enabling transmission to satellites, particularly in remote and oceanic regions where ground stations are not feasible. Not only does this contribute to the reduction of separation between aircraft, but it also increases airspace operational efficiency by enabling more direct routes and greater availability of optimal altitudes, which in turn leads to lower greenhouse gas emissions. However, the integrity of ADS-B transmissions can be affected by either natural or intentional perturbations. To address this issue, the SATERA project aims to develop an integrity estimator for SB ADS-B systems using position estimates provided by multilateration (MLAT) systems. This work contributes to establishing the project’s baseline and identifying specific challenges. A prediction tool has been developed to calculate the theoretical performance of an MLAT system using receiver stations aboard a constellation of Low Earth Orbit (LEO) satellites. The methodology involves adapting ground based MLAT localization algorithms to the space environment, evaluating regularization techniques to mitigate potential ill conditioning, and using advanced Kalman filter-based tracking algorithms combined with the Interacting Multiple Model (IMM) filter.

This Document describes the overview of the Validation Plan for SATERA (SESAR solution # 0504) “Integrity-oriented, space-based aircraft composite surveillance using dependent and independent data streams”. It aims at defining the scope, validation exercises and simulator specifications to validate the solution # 0504 against the relevant performance metrics described in EASSP and EUROCAE standard documents to achieve TRL 2.
D7.2 Exploratory Research Report (ERR)
This document reports the validation activities conducted within the SATERA project (SESAR Solution #0504) at Technology Readiness Level 2. SATERA proposes a Low Earth Orbit satellite constellation combining ADS-B and Enhanced Multilateration (E-MLAT) to provide en-route surveillance in oceanic and remote areas. Five validation exercises were carried out using the SATERA System Evaluation Tool (SET) with real ADS-B traffic data over continental and oceanic airspace, addressing eighteen validation objectives under nominal conditions, intentional interference, and space weather degradation. Results demonstrate compliance with EUROCONTROL ESASSP Edition 1.3 mandatory requirements for 5 NM and 3 NM separation applications and confirm the capability of the integrity monitoring function to detect ADS-B anomalies.
